MAJOR HISTORY

The Advisory Council on Democratic and Peaceful Unification is found to concentrate all Koreans' pan-national will and capacity, to reach nation-wide consensus, and to lay groundwork for the democratic and peaceful unification of Korea.

The Unified Korea is the common aspiration of Koreans on the Korean Peninsula as well as abroad, which will be a continuous effort to come true.

The primary goal of the ACDPU is to enhance mutual interests and prosperity between South and North Korea by creating a new reconciliatory and cooperative environment on the Korean Peninsula.

This process requires us to pave the way for democratic and peaceful unification by channeling the will and capacity of all Koreans towards building a nation-wide consensus and reaching an agreement to adopt and implement an unification policy.

The ACDPU was found in order to the national wish of unification, by establishing and implementing policies for democratic and peaceful unification at the pan-national level. Our desire for democratic and peaceful unification is reflected in the Foreword and major articles of the Constitution of the Republic of Korea. In its Foreword, the Constitution clearly states that democratic reform and peaceful unification of our homeland is the mission of the people of Korea. In addition, Article 4 of the Constitution (general principles) specifies that the Republic of Korea shall seek unification and shall formulate and carry out a policy of peaceful unification based on the principles of freedom and democracy.

The Advisory Council on Democratic and Peaceful Unification identify national concerns and beliefs over the unification and advises the president on them directly to the President.

The Constitution endows the President, the head of the Executive Branch, with the obligation and responsibility of unification. (The obligations of the President, Especially on Clause 3, Article 66, the Inaugural Oath of the President on Article 69 and the Establishment of ACDPU on Article 92).

The Constitution of the Republic of Korea gurantees the establishment of the ACDPU. The ACDPU provides the statutory mechanism to communicate nationwide sentiment to the President, who assumes the duty of achieving peaceful unification as well as taking charge of the national administration.

The main purpose of The ACDPU shall be charged with advising the President on the formulation and implement of peaceful unification policy. These policies should represent the national consensus on democratic and peaceful unification while integrating the pan-national will for unification.

Therefore, the unification policy formed through the ACDPU's advice on it, represents the pan-national consensus on democratic and peaceful unification.
